A municipal fleet vehicle is a commercial vehicle owned by a public agency, and the ownership is what changes the job. Mechanically a refuse truck is a truck and a shuttle bus is a bus. Administratively they are assets on a public balance sheet, repaired against a purchase order, inspected under published standards, and accounted for in a budget that somebody reviews in a public meeting.

What these platforms have in common in the shop
Public fleet vehicles are large, heavy, equipment laden, and needed back in service on a date that was set before the damage happened. Everything about how we run these jobs follows from that.
Clearance and capacity come first. A ladder truck, a transit bus and a refuse truck all need door height, bay length and turning room simultaneously, and rooftop equipment adds height that catches shops out. Our 35,000 square foot facility handles full size apparatus, but the practical constraint is that one of these vehicles occupies a bay a smaller job could have used, so we do not accept a unit until we can actually start it.
Staging is the second constraint and the one that separates a good public fleet relationship from a bad one. Agencies almost never have spare units, so taking three vehicles at once from a fleet of eight is a service reduction. We plan rotations: one unit at a time, with the next one scheduled against a realistic completion date and parts already ordered before it arrives.
Paint is the third. Public fleets run published color specifications and reflective striping that has to match across an entire fleet, not just across a panel. A booth large enough to do a full bus side in one pass is what makes that achievable, and reflective material has to be reinstated to the pattern the agency specifies rather than to what looked close.
The fourth is documentation. Public money leaves a paper trail, and an itemized record that survives an audit is not administrative overhead here. It is part of the deliverable.
